In Georgia does receiving a speeding ticket under 14 mph not go on record or affect insurance?

Under the age of 18. Attempted to p on a two lane highway in a ping zone with no one around. accelerated to 13 mph over to p b/c my vehicle was behind a garbage truck with an open top that was losing materials off the top. Pulled over by state trooper. Going 68 mph in a 55 mph zone.
